Vulscan UI doesn't show after upgrade to 9.5

Prior to upgrading to 9.5 I was able to do an "execute file" action during provisioning to kick off vulscan and install needed patches.  I had the show UI option set to true so our techs could see the progress.  Ever since we upgraded to 9.5 the UI doesn't show anymore.  What's really intersting is that if I kick off a provisioning template that only has the vulscan action in it, the UI will show, but if it's part of our full imaging provisioning template it does not.  Any ideas?
