For each version of the product you require to have an active license.
If you purchased a license or a renewal for a lower or higher version of the product you are entitled for usage of Patch Manager for the entire product.
You will always require the listed products for the Patch Manager to work correctly.
Below is the list of license names and corresponding versions of EPM that should be active on your Core Server.

You can view your current licenses by launching the Core Server Activation application or from inside the Management Console: Configure -> Product Licensing…
You can verify if the download is failing or missing a component by reviewing the vaminer.details.log from your Core Server, if you are missing a subscription/license for a given subcomponent you may receive the following error:
LoadingPatchSources : Skipping source 'Microsoft Windows-Vulnerabilities' ('/LDPM8/ldvul.php?%Credentials%KEYWORD=filename&FILENAME=Windows2') that is not licensed for feature 'Patch Subscription'.
If you see above entry after you have attempted to download definitions and you should have an active subsription please contact our Licensing Team Support for amending your license version of the Patch Manager product.
Note: If you are upgrading or downgrading to a different version of the product please verify the licenses and if you are missing the correct one contact our Licensing Team Support for license addition.
